Part C: 9-1-1 Addressing  - (OR5-1995)

100.00 General:
100.10 The Crawford County 9-1-1 System, in consultation with the U.S. Postal Service, has developed and is implementing a standardized, county-wide system of property address numbering for use throughout Crawford County.
100.20 The Borough of Saegertown will assist Crawford County 9-1-1 by, among other requirements, assigning residence/businesses address numbers where none exist and eliminating duplicate addresses.
100.30 Effective and meaningful participation in the Crawford County Enhanced 9-1-1 System necessitates a standardized system of property address numbering by all participating municipalities.
   
200.00 Authorization:
200.10 The proper officers of the Borough of Saegertown are hereby authorized and directed to do all acts necessary and proper to establish, implement and enforce a standardized system of property address numbering to be in compliance with the requirements of the automatic location information needs of the Crawford County 9-1-1 System.
200.20 Display Numbers:
200.21 Each building to which a street number has been assigned shall have the street number prominently displayed upon the building.
200.22 The street numbers may be affixed directly to the building or, alternatively, may be displayed upon a sign affixed to the building.
200.23 The street number shall be displayed in such a manner that the numbers will contrast in color with the background, such that the numbers may be observed and readable from the nearest public or private right of way.
200.24 All numbers shall be in standard Arabic numerals and not less than three (3) inches in height and not less than one-half (1/2) stroke in width.
200.30 If not visible from Street:
200.31 For buildings which are located a distance greater than 50 feet from the nearest public right of way or upon which signage cannot be attached which would be readable from the nearest public right of way by reason of natural or manmade obstructions, the owner if said property shall be required to:
200.32 In addition to the provisions appearing in Section 101.200 above, provide posted signage within 20 feet of the public right of way.
200.33 The post shall have affixed thereon the street number which has been assigned to the building.
200.34 Said street number to be affixed in conformity with the provisions appearing in Section 200.20 above.
200.40 Private Drives:
200.41 The owner or owners of all private drives, right of ways or easements upon which vehicular travel traverses and which is referenced in the address of homeowners whose residence abut said private drives shall, in addition to the other requirements set forth in this ordinance:
200.42 Install a sign which identifies the private road or private drive name.
200.43 Said signage to be placed at the entrance where the private road or private drive intersects with the public right of way, in which a manner so as to be observable by persons traveling upon the public right of way.
   
300.00 Owner Obligation:
300.10 It shall be the obligation of the owners of the property to which numbers are being assigned to comply with the standards set by this ordinance as directed by the proper officers of the Borough of Saegertown.
   
400.00 Cover, Conceal or Obstruct 9-1-1 numbers:
400.10 It shall be unlawful to cover, conceal or obstruct any number placed upon a building, as is required under the terms of this ordinance.
   
500.00 Enforceability:
500.10 Upon determining that a building owner has not complied with the provisions appearing in this Ordinance, the zoning officer of the Borough of Saegertown is hereby authorized to issue orders to the owner of said building, requiring that the owner comply with the provisions of this ordinance.
500.20 The subject order shall be in writing and shall require that the owner comply with the provisions of this ordinance within a period of not less than thirty (30) days.
500.30 Any person who is aggrieved by any order issued pursuant to this section may appeal the order of the zoning officer to the Borough Council by filing a written notice of appeal with the Borough secretary within ten (10) days of the date of the subject order or notice.
500.40 In the event a property owner fails or refuses to take action in accordance with an order issued pursuant to this section, the Borough of Saegertown shall provide the signage, as necessary, and at the expense of the property owner, in order to bring the property owner into compliance with the standards promulgated in this ordinance.
500.50 The cost and expense of the property owner, including in such cost and expense a reasonable administrative fee as shall, from time to time, be approved by the borough. Violation of this ordinance shall be a Class D penalty set by resolution.
500.60 Should the owner of any property which has had the required signage installed by action of Borough officials pursuant to this section fail to pay the cost of such installation as determined and approved:
500.61 Then in that event, the full costs thereof, together with all penalties, interest, fees, and other charges which are authorized by applicable law, shall be assessed against the premises and the owners thereof and collected as a municipal lien, attached to the water bill, or collected otherwise as permitted by law.
   
600.00 Severability:
600.10 Should any section, part or provisions of this ordinance be declared by appropriate authority to be unlawful or unconstitutional, all other terms, conditions, provisions and parts hereof shall continue in full force and effect as if the provision declared to be unlawful or unconstitutional had been omitted as of the date of final enactment hereof.
   
700.00 Repealer:
700.10 All prior ordinances inconsistent herewith, including but not limited to Ordinance Number 4, Series 1949, are hereby repealed to the extent of any such inconsistency.
   
800.00 Effective:
800.10 This ordinance shall become effective immediately.
800.20 ORDAINED and ENACTED this 11th day of September, 1995
